Rev. Dr. Rasheed Quintee' Ray

Sr. Pastor

      Rev Dr. R. Q. Ray, born August 28th 1986, is a native Baltimorean and a proud product of the Baltimore City Public School System, where he is an Alumnus of the nation’s 3rd oldest high school, Baltimore City College High School. After City he continued his education at Baltimore City Community College in pursuit of a degree in Psychology and North Central Theological Seminary majoring in Christian Counseling. Employed with the International Associations of Amusement Parks and Attractions in Alexandria, VA, as the Assistant Accountant and Support Services Coordinator for a few years, he returned home to work for the Baltimore City Public Schools as a member of the Student Intervention team. He is now currently employed by Baltimore City's DPW in the customer service division.


   Dr. Ray has been blessed with the opportunity of serving his community in several capacities and is not limited to:

  • Member of the Mondawmin Community Churches Initiative
  • Member of Baltimore City Police Department Chaplaincy
  • The Whittier-Monroe Community Neighborhood Association
  • Former Member and chair of the Baltimore City Mayor’s Youth Commission
  • Former Board Member of Dream Girls Mentoring

   Dr. Ray accepted Christ as his personal Savior at an early age at the Morning Star Baptist Church of Christ, under the Pastoral guidance of the Late Rev. Dr. Samuel Ray. During the untimely death of his grandfather, Rev. Ray had received and accepted his call to the ministry. In October of 2009, Rev. Ray was appointed as the 3rd and youngest Pastor in the 20+ years history of the Rose of Sharon Baptist Church and Outreach Ministries, renamed New Restoration Baptist Church. In 2013, after serving as the assistant Pastor for 6 months, the members of the Emmanuel United Baptist Church unanimously voted and confirmed Dr. Ray's call to serve. Therefore, August of 2014 Dr. Ray was officially installed as the second Pastor of the Emmanuel United Baptist Church. In 2016 Rev. Ray was honored by the H. Roscoe University, with an honorary Doctorate Degree of Divinity. He is a member of New Covenant Churches International, Inc. under the leadership of Bishop Larry D. Leonard, Sr. Where he currently serves as Overseer of the State of Maryland & National Overseer of Protocol. Rev. Ray lives daily, that the “Lord is his Shepherd, and he does not want.”  Because of that belief he has had several opportunities to break the bread of life at many venues throughout the east coast; small, large, young, old, and too many different persons of different cultural backgrounds. 

   Dr. Ray married his best friend, his partner, his rib, Deaconess Casey L. Ray and they are the proud parents of Zoë M. & Ella H.L. Ray.
